Islamabad: Turkish President Recep Tayyip Erdoğan is set to embark on a pivotal two-day visit to Pakistan on February 12–13, 2025, to co-chair the 7th session of the Pakistan-Turkey High-Level Strategic Cooperation Council (HLSCC) alongside Prime Minister Shehbaz Sharif 358. This high-profile visit underscores the deepening strategic partnership between the two nations, with a renewed focus on agriculture, economic cooperation, and innovation-driven growth.


Key Agenda: Agriculture and Economic Partnerships

The HLSCC session will prioritize expanding bilateral collaboration in agriculture, a sector critical to both nations’ economies. Pakistan and Turkey are expected to sign memorandums of understanding (MoUs) focusing on livestock vaccination programs, agricultural production enhancement, and technology transfer to modernize farming practices. These agreements aim to address food security challenges and boost rural livelihoods, aligning with Pakistan’s efforts to leverage Turkey’s expertise in agri-tech and sustainable farming [citation: user input].

On the economic front, discussions will center on revitalizing the Strategic Economic Framework (SEF), a 71-point action plan established in 2020 to deepen trade, investment, and industrial collaboration 47. Both nations seek to expand the framework by:

Digital Trade Integration: Including IT, e-commerce, and fintech in bilateral agreements to foster innovation and cross-border business opportunities. A planned MoU on digital trade is expected to unlock collaborations between Pakistani and Turkish tech firms 611.

 

Building on Past Collaborations

This visit builds on the momentum of Erdoğan’s 2020 trip, during which 13 MoUs were signed to strengthen ties in defense, trade, and technology 48. Notable outcomes from previous engagements include:

  • Defense Collaboration: Joint development of Turkey’s fifth-generation KAAN fighter jet, with plans to establish a production facility in Pakistan to enhance aerial defense capabilities and domestic engineering expertise 10.
  • Economic Resilience: The SEF has already facilitated progress in energy, banking, and transport sectors, supported by seven joint working groups under the HLSCC 711.

A Delegation of Strategic Significance

President Erdoğan will be accompanied by a 12-minister delegation, reflecting Turkey’s commitment to multifaceted cooperation, 39. Key meetings will address:
